CHUCK RYAN, a 29-year veteran of the fire service, is chief of the Tucson (AZ) Fire Department. He retired as assistant chief from the Fairfax County (VA) Fire & Rescue Department. He has a bachelor's degree from Siena College and a juris doctor degree from Pepperdine University School of Law. He is an instructor at the National Fire Academy, a graduate of the Executive Fire Officer Program, and a graduate of the Naval Postgraduate School Center for Homeland Defense & Security's Executive Leaders Program.
